2025 Legislative Policy Agenda

Grow Cedar Valley’s priorities for the 2025 Legislative Session focus on strategies to drive regional and state economic growth. Key areas include improving Iowa’s business environment through tax code revisions, regulatory updates, and infrastructure investments. There will also be a focus on property tax reform and its effects on businesses, local governments, and residents. Long-term infrastructure planning will be emphasized, including exploring funding models like public-private partnerships. Aligning local needs with federal infrastructure initiatives is another priority, alongside efforts to combat scam calls and address challenges in securing property and casualty insurance.

Grow Cedar Valley advocates for a strategic approach to strengthen Iowa’s workforce and population. The focus includes improving workforce programs, attracting and retaining talent, reducing barriers in public support systems, and enhancing quality-of-life initiatives. Efforts also prioritize inclusivity, reintegrating individuals into the workforce, supporting international talent, and advancing training programs to meet employer needs. These initiatives aim to create a sustainable and supportive environment for Iowa’s communities.

Grow Cedar Valley actively supports education by advocating for initiatives that strengthen learning opportunities across all levels, from preschool to post-secondary education. Key efforts include promoting funding for the University of Northern Iowa to attract students from neighboring states, enhancing workforce training and work-based learning programs at Hawkeye Community College and K-12 schools, and addressing the growing needs of businesses through improved educational resources.

Grow Cedar Valley emphasizes the importance of economic development incentives to drive capital investment, wage growth, and quality job creation. Key initiatives include expanding markets where Iowa excels, supporting UNI Business and Community Services programs, preserving tools like tax increment financing and tax credits, and encouraging legislative reviews to prioritize impactful programs. These efforts aim to attract diverse businesses, support redevelopment, and strengthen the state’s economic foundation.

Cedar Valley Coalition

The Cedar Valley Coalition (CVC) is made up of 18 local and regional entities, mostly public organizations, working to represent the interests of the Cedar Valley Region. Its mission is to inform federal elected officials about the region’s priorities, policy issues, and funding needs, with a focus on local government, education, business, and healthcare. Grow Cedar Valley advocates for business interests, while UnityPoint represents healthcare.

Partners in Advocacy

Grow Cedar Valley partners with numerous organizations from across the state including the Iowa Chamber Alliance, Professional Developers of Iowa and the Iowa Association of Business and Industry. Through these partnerships, Grow Cedar Valley strengthens its support of local businesses, cities, counties and non-profits by extending their reach and influence with state representatives.
